Brief History & Background
Arunachal Pradesh is located between 26º28’to 29º30’ N and 91º30’ to 97º30’ E with 83,743km2 in north-east India. The state is undoubtedly the richest terrestrial biodiversity region in India. The huge (81.37%) forest cover, zoo-geographic location, altitudinal variation, various vegetation, high rainfall, different climate regimes etc., contribute in making Arunachal Pradesh an extremely rich biodiversity region. The biodiversity resources of the state are mostly inaccessible due to rugged mountainous terrain and bottleneck surface communication. Subsequently, biological diversity is remained relatively less explored and studied by scientist. With this backdrop, a mega proposal was prepared to carry out a diversified research on biodiversity of Arunachal Pradesh and the proposal was submitted to University Grant Commission (UGC), New Delhi, in 2002 under the leadership of Prof. K. K. Dwivedi, the then Vice-Chancellor of the Arunachal University ( Now renamed as Rajiv Gandhi University). The proposal was considered by UGC and Rajiv Gandhi University has been recognized as one of the University with Potential for Excellence in (particular area). Under this scheme the Department of Zoology & Botany of this University has been recognized as the “centre with potential for excellence in biodiversity (CPEB)” in the year, 2002, vide UGC DO Letter No. F14-2/99(IUC/UNIV. Excellence, dated 23rd May, 2002.

Consequent upon the establishment of centre, a sum of Rs.300 lakhs was released to Rajiv Gandhi University as a onetime grant as financial assistant (vide UGC D.O. letter No.F-1/15/2002 (NS), dated 29th October, 2003) to undertake the diversified exploration on biodiversity in Arunachal Pradesh. UGC constituted a Research advisory committee drawing experts from various reputed universities of the country with join Secretary, UGC, New Delhi, as it member Secretary, to give proper guidance for carrying out research activities of the centre. The centre undertook the diversified and scientific exploration on biodiversity to generate base line data on the biological diversity in the state. The centre carried out research on the following identified thrust areas:

1. Survey and exploration of Higher Plant diversity.
2. Survey and exploration of Microbial diversity.
3. Survey and exploration of Fish diversity
4. Survey and exploration of insect diversity.

The centre carried out the diversified research satisfactorily and so far able to generate sufficient data on the flora and fauna of the state. Particularly, the baseline data created on higher plant diversity, microbe diversity, Fish diversity and Insect diversity has laid a foundation for further research on the rich biodiversity of Arunachal Pradesh. During the tenure of the programme, the centre also able to developed database on the findings of plant and animal diversity as digitized information system using IT tools RDBMS. Research networking and collaboration in different thrust areas was also established with different reputed National and International institutes. These include State Forest Research Institute (SFRI), Itanagar, North East Regional Institute of Science and Technology (NERIST),Itanagar, Zoological Survey of India, Kolkatta, Botanical Survey of India, Kolkatta , G.B. Pant Institute of Himalayan Environmental Studies, Itanagar, Manipur University, Imphal, Tezpur University, Assam, Jorhat Agricultural University, Assam, Jadav University, West Bengal, National Bureau of Fish Genetic Research, Lucknow, Directorate of Cold Water Fisheries, Bhimtal, Central Institute of Fish and Aquaculture, Bhubaneswar, Uppsala University, Sweden and Hey Herbarium, United Kingdom (UK).

The Expert Committee visited the Centre with potential for Excellence in Biodiversity (CPEB) to review its progress on 3rd – 4th November, 2011. The report was placed before University Grant commission (UGC) on 13th of February, 2012. UGC approved to extend the CPEB for further period of 5 years w.e.f 2011-2012 ( vide UGC DO letter NO. F1-15/2002/2011, dated 20th March, 2011). The UGC recommended Prof. H. N. Sarma as coordinator for the programme in the 2nd phase. In the 2nd phase, new thrust areas was identified, in addition to the already identified thrust areas of the 1st phase. Consequent upon the order, UGC released 700 lakhs for the extended programme of the CPEB (vide UGC DO letter NO. F1-15/2002/2011, dated 20th March, 2011). Subsequently, the 2nd Phase activities started with the 1st Advisory Committee meeting on 18th September, 2012. The Advisory Committee as per UGC recommendation, four research groups were constituted covering the thrust areas identified in the programme. The research groups constituted in the 2nd phase are as follows

1. Phytochemical analysis and its validation( for Reproductive Physiology and others
2. Fish biology and Nutrition Biology
3. Microbiology
4. Wildlife Biology

In the 2nd phase, Advance Post Graduate Diploma in Biodiversity (APGDB) , one year Diploma ( two semesters) has been introduced to develop expertise and manpower resources on Biodiversity and its conservation and sustainable use.

The highly dedicated faculty members of Life Science (Zoology and Botany department) along devoted research scholars are involved enthusiastically in research activities to generate a comprehensive data on the biodiversity of the state and to build CPEB, Rajiv Gandhi University a reputed and permanent Centre of Excellence in Biodiversity.

BACKGROUND OF ICBCS 2016

Impending threats which the humanity are facing in 21ST Century is critical which is unlikely to be reversed if

sustainable developmental practices are not put in place. Most vital among the natural resources of our blue

planet is the Biodiversity Wealth. But current UN reports (2010, 2014) revealed that all is not well. There are

global objectives and mandates on biodiversity, climate change and sustainable developments which the member

nations still need to build up capacity for effective implementation at national and regional level. Among the

significant global mandates, Convention on Biological Diversity (1992) and its supplementary agreements such

as World Summits on Sustainable Development (Rio+10 Summit) at Johanesburg-2002; Nagoya Protocol (2010)

on Access and Benefit Sharing (ABS) and the Aichi Targets (2010) are among the path breaking global

agreements periodically reviewed in every meeting of Conference of Parties to CBD to which each of the member

nations need to implements in both letter and spirit if current rate of biodiversity loss has to be reversed. The

Aichi Biodiversity Targets 2020 is ten-year framework for action by all countries and stakeholders to save

biodiversity and enhance its benefits for people. UN Inter-Governmental Panel on Climate Change (2014) has

observed changes and causes in Global Climate which calls for urgent mitigation measures.Consensus action

plan is urgently required at regional and global level tocounter climate change impact on biodiversity, ecosystem

and livelihood sectors. As per CBD report (2014), global forest and biodiversity losses are increasing in alarming

rate while there is a drastic lacking in basic taxonomic research and information system on many unknown

biological taxa which need to be strengthened further. There is an urgent need for effective south-south and

north-south cooperation for intensification of systematic biological research on different life forms which are yet

to be catalogued in scientific literatures. Biodiversity baseline studies is expected to help in developing tools for

effective conservation and sustainable utilization of those species living in some of the most critical ecosystem of

earth. The State of Arunachal Pradesh, the proud East Himalayan Indian State being the top 12 Global

Biodiversity Hotspots suitably deserves to host the upcoming mega event at Rajiv Gandhi University, Rono Hills,

Doimukh-791112, Itanagar, wherein the researchers and global think tank working in the area of Biodiversity,

Climate Change and Sustainable Development are cordially invited to present their papers in technical session

and to take active participation in side events.

AIMS OF CONFERENCE

The ICBCS-2016 at RGU aims to bring together all stakeholders in a single plate form to share knowledge, have

academic debate and to highlight the biodiversity research and academic activities taking place around the globe

among the Universities and Research institutes, NGOs and corporate bodies who are currently working towards

addressing the concerns & issues relating to biodiversity research, climate change, sustainable development,

conservation issues and key challenges and way forwards for implementing those shared global conservation

vision and mandates at regional and country level.

Train from Delhi to Naharlagun Railway Station. From Naharlagun Railway Station one can take taxi

is 10 km away from Railway Station.

Foreign and Indian Nationals travelling via Chennai, Kolkata, Mumbai, Bangalore and Hyderabad

may first reach Gawahati city via rail or flight which is gateway to Northeast India. Then from

ABOUT ORGANIZERS OF ICBCS – 2016 AT RGU:

1. CENTRE WITH POTENTIAL FOR EXCELLENCE IN

BIODIVERSITY,RAJIV GANDHI UNIVERSITY, ARUNACHAL PRADESH

The Centre with Potential for Excellence in Biodiversity of Rajiv Gandhi University was established

with the sponsorship of University Grant Commission, Govt. of India in the year 2003. The Centre

was established with fundamental aims to promote research and documentation activities in the

diverse areas of biodiversity and culture of one of the World’s Top 12th Biological Hotspots

comprising the Eastern Himalayan Region of India. Currently, the centre has six thrust areas namely

Higher Plant Diversity Unit, Insect and Mammalian Diversity Unit, Fisheries and Aquatic Ecology

Unit, Microbial Diversity Unit, Reproductive Biology Unit and Wildlife Biology Unit which is

functioning through the supervision of dynamic PIs of Faculty of Life Sciences, RGU under whom the

researchers are dedicatedly pursuing both basic and cutting edged applied research on biodiversity

towards achieving the noble vision and mission set forth since the inception of the centre. As of now,

the Centre has been contributing significantly in the area of biodiversity and conservation science,

documentation of traditional bio-cultural knowledge, regional capacity building on nature

2. SUSTAINABLE DEVELOPMENT FORUM ARUNACHAL PRADESH

Sustainable Development Forum Arunachal Pradesh (SDFA) is a registered not-for-profit forum

where the civil society, academia, entrepreneurs, legislators, government, youth and the media can

collectively discuss and work in facilitating the state towards a sustainable development pathway.

The SDFA aims to facilitate dialogues; research and sustainable policy keeping in mind the state’s

development challenges, environment and economy.

ABOUT ICBCS-2016 HOST STATE: ARUNACHAL PRADESH

Arunachal Pradesh with 83,743.00 sq.km land area with population density of 17 persons per sq. km

is really a curious territory on the planet Earth. It is 24th State of Republic of India and has diverse

climate and landscapes ranging from tropical foot hill rainforest to snow-clad alpine peaks. The

thunderous Himalayan Peak so little known to majority of humanity of this planet is awesome and

breathtaking. The jungle is so diverse teeming with different life forms some of which the scientists

are yet to catalogue. It is a veritable treasure house of nature which attracts every visitor and known

to be abode of primitive, rare and endemic life forms on the planet Earth. Around 500 major rivers

and rivulets mysteriously originating from the snow peak, lofty hills and mountain slopes of

Arunachal Himalaya finally fused with the Mighty Brahmaputra river in Assam Valley is known to

be the water tower of the world. Ethno-cultural diversity, hospitality of the colourful local tribes is

amazing which enchants every visitor which is why the Arunachal Pradesh is known as Shangri-La

which means a mystical harmonious valley. The region has got the rare ranking of top 4 regions in the

World by the Lonely Planet’s Magazine and one among the top 12th Global Biodiversity Hotspots by

IUCN (2000) which must be really surprising, enchanting and satisfying for those concerned for the

nature and for those who seek ultimate solace amidst diversity. This Eastern Himalayan State of India

is famed for having 36 major forest types, estimated 10,000 species of lower and higher plants, 600

species of Orchids, magnificent endemic mammals, curious fresh water fishes, camouflaging reptiles,

colourful endemic birds, highly competitive non-catalogued insects, loving and hateful microbes and

fearsome amphibian belonging to diverse families found in diverse ecological region. The State has

the distinction of having to receive the highest forest coverage and conservation award from GOI.

The 26 major tribes and 110 sub-tribes living in close association with nature in this “Lost Horizon” or

Land of Dawn-lit Mountain is the real custodian of the nature’s wealth delicately treasured in

different life forms since time immemorial. For a tourist and a researcher, the options are diverse,

each more tempting than the others and even more confusing for those visiting the region for first

time as a researcher. The capital city of Arunachal Pradesh is Itanagar which is located at an altitude

of 200-700 msl. Rajiv Gandhi University is just located at picturesque Rono Hills, which is 20 km drive

from Itanagar and 10 km drive from Naharlagun Railway Station.
